| 最热烈祝贺环境学院兼职教授张建祺博士被任命为美国Howard County Environmental Sustainability Board Member（HCEBM ）. Howard County ranks #3 residential income in the US counties. In US counties is like cities in China. County Executive is like China City Mayor. Howard County Executive has great concern about the environment. When he became the County Executive in 2006, he established a commission and later created a board. 我们院兼职教授张建祺博士 has been a commissioner and board since then. The Board has been working with Howard County government agencies promoting green environments in Howard County. For example, the County has passed the legislation for Green Neighborhood for development which is similar to Green Building for buildings.
